The Exchange Programme for Judicial Authorities

The Echange Programme for Judicial Authorities  is destined for the EU legal practioners, judges, future judges and prosecutors and judicial trainers.

Through short- and long-term exchanges that take place within judicial institutions of another Member State,  this programme is a unique experience that allows judges to understand in concrete terms the daily work of their european counterparts. 

The Exchange Programme aims to develop the mutual trust between judicial authorities by allowing them to get to know each other better and by giving them the opportunity to work together. The programme is funded by the European Commission.

The Exchange Programme was launched in 2003 at the European Parliament's initiative. The first edition of the Programme has been implemented jointly by two members of the Network (ENM-France and CSM-Italy).

In 2006, EJTN became the sole promoter of the Programme and it's been awarded a de facto monopoly by the European Commission in the implementation of judicial exchanges.

Since 2005 the annual number of beneficiaries of the Programme has increased sevenfold. Over the period 2005-2012, nearly 4300 judges, prosecutors (including future judges and prosecutors), judicial trainers and members of the superior councils of justice took part in the Exchange Programme (see "Facts and figures").  

 Facts and Figures

The guidelines and policy of the Exchange Programme is defined by the Exchange Programme Working Group, composed of 10 EJTN members. The Convenor of the Working Group is currently the Belgian Judicial Training Institute.

Additionnally, EJTN relies on a network of contact points within partner institutions to implement the programme.

The contact points coordinate the sending and reception of the participants in their respective countries and bring together the latter and their tutors. They also liaise with the Secretariat.

Within the Secretariat, the Exchange Programme is coordinated by a team of four:
