Background:
This session, which is intended for penal judges and specialised civil servants, will first describe and analyze the current manifestations of the terrorist threat in France, and more generally in Europe (international jihadist networks, radical urban islamists, violent ideologies and separatist movements), and secondly present and comment on the judicial handling of these threats during the different phases of the investigation, the trial and the enforcement of the sentence, addressing inter alia issues regarding the use of intelligence, the centralisation of procedures and the particular nature of mutual aid in this area, as well as the specific demands of the prison situation.
Course teaching method:
In addition to a consideration of the legal techniques specific to the French anti-terrorist system, and its necessary links with the intelligence services and geo-strategic data, the very concept of terrorism, the nature of which is sometimes viewed subjectively, will be explored through conferences and round tables.
