This conference is targeted at juvenile court judges and public prosecutors.
It is particularly in conurbations that persistent young offenders are increasingly posing significant problems for the relevant state institutions and pushing the educational mandate of the Juvenile Court Act to its limits. During the conference approaches will be discussed as to how to achieve enduring prevention of this type of offender from continuing his criminal career.
The subject will be examined from various perspectives (youth welfare services, psychiatry, police, prison service and the judicial authorities) in lectures and discussions.
